The modem (or other connecting device) has reported an error

  1. Right-click the Start menu and open Windows PowerShell (Admin)
  2. Type netsh int ip reset reset.log and press enter
  3. Type netsh interface tcp set global autotuning=disabled and press enter
  4. Reboot and try to connect with the VPN again
